Humanitarian Symposium

The proposed Humanitarian Symposium “64nations”, will convene representatives of South Sudan’s 64 nations (tribes), opposition groups, African Union and international experts.

· The primary goal is to foster dialogue and develop a sustainable good governance framework that includes semi-autonomous regions

· An electoral system modeled after Switzerland’s federal structure

· Development of a new constitution ensuring equitable power-sharing and good governance

1. To Conduct and convene a meeting with representatives of South Sudan’s 64 nations to foster inclusive dialogue.

2. Develop a governance model with semi-autonomous regions and federal power-sharing.

3. Create a roadmap for democratic elections and constitutional reforms.

2. Specific Goals:

1. Recognition of the 64 tribes as Nations, their legitimacy as the representatives of the people and their right to “vote” through their elected leaders.

2. Establish three semi-autonomous regions to empower local governance.

3. Design an electoral system modeled after Switzerland’s federal structure.

4. Revise the constitution and conduct a constitutional referendum that devolves power to federated states while maintaining national unity.

5. Promote peaceful co-existence, tolerance, respect and acceptance of diversity in all aspects of life, and encourage appreciation by all ethnic and religious communities for the social, economic, cultural, spiritual and political life of other communities;

6. Establish early warning and early response systems on conflict and put in place an emergency preparedness and response system to curb imminent conflict in autonomous regions.

7. Conduct regional and international diplomatic engagements to promote the federal governance model with autonomous regions in South Sudan.

8. Develop a strategy resource mobilization Mechanism to boost autonomous governance

9. Reach out to civic population, chiefs and stakeholders

The symposium will be held on neutral ground in Addis Ababa, Ethiopia, fostering collaboration among representatives from all 64 nations for sustainable governance.
